New Zoning for R-1 Properties in Monterey.  At the August 19, 2025 meeting, the City Council voted to adopt the SB9 requirements for lot splits allowing 2 units each, for a total of four, and went further to allow six units on a single lot when a unit is an affordable housing unit.  They did not want to defer until the lawsuit by other Charter cities (Monterey is a charter city) is settled on appeal.  In the original lawsuit, the court found that the state could not direct zoning in Charter cities.  The vote was 3-2 with the mayor, Councilman Gino Garcia, and Councilwoman Dr. Kim Barber approving (District 1, most of Old Town), and Councilman Ed Smith (District 2, most eastern part of Old Town) and Jean Rasch (a slim part of Old Town on Madison) opposing.

ANNOUNCEMENTS

Invitation to Wednesday and Saturday Barbecues at the American Legion.  At our Old Town Neighborhood Association Meeting on Wednesday, August 20, our speaker from the American Legion wanted to be sure that we, their neighbors, are always invited to attend the Wednesday Steak Barbecues (at $15, a bargain) and the Saturday Grills of Hot Dogs/ Hamburgers (under $6).  Soft drinks are reasonable and it’s a nice way to meet our veterans.

August 18, 2025 Events Bulletin

CORRECTION!  The city council meeting is at 4 pm, not 7 pm for deciding the new zoning of single family residences up to six units:

Tuesday, August 19, 2025, 4 pm – Monterey City Council Meeting to have final vote adopting SB9 densification requirements eliminating single-family zoning and adopting further proposal by the city administration eliminating local control.  At the August 5 meeting, the council voted 3-2 to approve this measure (with Councilwoman Barber approving and Councilman Smith opposing), which went beyond the state’s SB9 to allow up to SIX units on a residential lot.   There was little public comment.   If they uphold the vote of August 5, this will become law.   SB9 requires cities to allow single family home lots to be split and construction of 2 units per ½ lot (4 units per lot).  The city proposal increases this further, to six units.  It requires streamlined ministerial approval-over-the-counter permits at city hall.  It removes Planning Commission and ARC oversight, discretionary approval and public hearings.  Issues with such density in Old Town are increased difficulties with parking, traffic, escape routes, views, and infrastructure.   As a charter city, Monterey could join other charter cities that successfully challenged the state mandate and won in court (a ruling currently being appealed by the state).   To have your voice heard on this important issue, you may speak in person at the meeting at city hall, join in on Zoom or by phone, or send a letter to cityclerk@monterey.org.  Numbers count!  To join on Zoom from a computer or smartphone, go to:  https://monterey-org.zoomgov.com/j/1607729333.  By telephone, dial 833-568-8864 (Toll Free) or 669-254-5252.  Enter Webinar ID: 160 772 9333 #   If asked for participant ID, press #. August 2, 2025 Events Bulletin

Tuesday, August 5, 2025, 7 pm – Monterey City Council Meeting to consider adopting SB9 densification requirements eliminating single-family zoning and adopting further proposal by the city administration eliminating local control.   SB9 requires cities to allow single family home lots to be split and construction of 2 units per ½ lot (4 units per lot).  It requires streamlined ministerial approval-over-the-counter permits at city hall.  It removes Planning Commission and ARC oversight, discretionary approval and public hearings.  Issues with such density in Old Town are increased difficulties with parking, traffic, escape routes, views, and infrastructure.   As a charter city, Monterey could join other charter cities that successfully challenged the state mandate in court (a ruling currently being appealed by the state).
